Thanks eat_little - those are called dip bars or "stability bars". They can be used to do all sorts of exercises like dips, L-sits, and inverted rows. If you're interested in purchasing them, you can go to amazon and type in "dip bars" in the search option and they'll pop right up. They've been instrumental in helping to develop my lower abdominals and triceps. Not to mention, forearms, biceps, and back muscles. It's worth the investment if they're used consistently.
